Renegades (1989)
An unconventional undercover cop teams with a Lakota Indian to solve the theft of a sacred tribal lance by a vicious murderer. There’s violence, crooked cops, car chases and some implausible plot twists before the final confrontation at the villain’s country estate.

Detailed Animal Action Report
Filmed in Canada, there’s a scene in a barn where a fire appears to be near the horses and actors. This was a controlled fire that was placed in front of the camera to create the illusion that the fire was closer to the horses and actors than it actually was. The barn doors were rigged to open and the horses never came near the flame.
