Article 99 (1991)
Article 99 is a black comedy about a handful of young doctors who try to “break the system” at a veterans hospital where an ineffectual bureaucracy administers shoddy medical care to needy veterans. “Article 99” means something like “catch 22” where you try to get something done but you’re prevented by “article 99”.Doctor Pete Morgan arrives at a veterans hospital eager to practice his new medical skills, but is immediately confronted with bureaucratic red tape. He aligns himself with other young doctors with the same ideals and together they find ways of cutting through the red tape to give their patients the medical care they desperately need. Their methods more than bend the rules and place their medical futures in jeopardy after a confrontation with the hospital’s corrupt administrator.

Detailed Animal Action Report
A representative of American Humane was on the set to monitor a scene which involved an aggressive Doberman chasing the young doctors through the basement of the hospital. After editing, all that remains of that scene is a brief glimpse of the dog in the background and some monkeys in cages in one of the basement rooms. There is no other animal action.
