Response to acts of cruelty or neglect require advocacy, education, intervention and often legal action. Further, acts of intentional animal cruelty may be indicators of serious psychological pathology and are often associated as a precursor to acts of violence perpetrated on vulnerable humans, including women and children, and should be recognized as such by legal and societal institutions in the creation of appropriate legal and societal processes and structures.
